REGARDING POINTS:
A. DISTRIBUTION
Recognition items on an exam should amount to 25-33% of the total points; more is NOT acceptable.
Free production (3 or more sentences in connected discourse) should amount to 25-33% of the total points; more is possible, and oftentimes required.
Controlled production (with various degrees of constraint) needs to amount to roughly 33 to 50%.
B. SKILLS
"Normal" language activities [ = reading, writing, listening (and speaking) = things regular people do when their language teachers are not looking] should account for 67 - 75% of the total points.
Vocabulary and grammar [together referred to as "usage"] should under no circumstances account for more that 33% of the total points; 25% is much preferred.
